US President Joe Biden said on Tuesday that the war in Ukraine will “never win” for President Vladimir Putin as global outrage grows over the plight of civilians trapped in the Russian offensive.

Speaking from the White House, Biden launched a fierce attack on the Russian leader, saying the conflict was demanding a “terrible price” and had already produced two million refugees.

“Russia may continue to grind its progress at a terrible cost, but it is already clear – Ukraine will never be Putin’s victory,” warned Biden, as he denounced Moscow’s economic growth by imposing sanctions on Russian oil imports. Lifeline was the goal.

“Putin may be able to take a city, but he will never be able to take over the country.”

Despite already unprecedented Western sanctions, Putin has insisted on his military progress – although Moscow agreed to establish “humanitarian corridors” from four Ukrainian cities on the 13th day of the conflict.

Kyiv has called the corridors a publicity stunt as many exit routes lead to Russia or its ally Belarus. Both sides accused each other of ceasefire violations.

In Europe’s fastest growing refugee crisis since World War II, more than two million refugees flooded Ukraine’s borders to escape cities ravaged by shelling and airstrikes, according to the United Nations.

Addressing the snowballing humanitarian crisis, Biden promised that the United States would stand with its allies.

“The United States will share responsibility for the care of refugees so that the cost does not fall entirely on the European countries bordering Ukraine.”

Biden accused the Russian leader of indiscriminately targeting civilians in schools, hospitals and apartment buildings, saying “Putin’s war has caused enormous suffering and unnecessary loss of life for women, children, everyone.”

“But it seems Putin is determined to continue on his murderous path, no matter what the cost.”

US officials say Washington’s broader goal is to limit the conflict to Ukraine to avoid spillovers that could provoke Putin into a direct – and potentially nuclear – confrontation.

With US intelligence officials now confident that Russia is digging in for a protracted fight, Washington’s priority is to pump military aid to help Ukraine fight back the resistance.

“We will continue to support the brave Ukrainian people as they fight for their country,” Biden said, pledging to support them “against violent acts of tyranny, oppression, subjugation.”

“When the history of this war is written, Putin’s war on Ukraine will make Russia weaker and the rest of the world stronger,” he vowed.
