26 Districts of Andhra Pradesh: Andhra Pradesh Chief Minister YS Jagan Mohan Reddy inaugurated 13 new districts of Andhra Pradesh on April 4, 2022. Andhra Pradesh now has 26 districts, double the number of 13 earlier. The Chief Minister of Andhra Pradesh has always maintained that the state should have more districts. He had also promised creation of new districts if YSRCP came to power before the assembly elections in 2019. The southern state has 25 Lok Sabha constituencies.

AP government creates 13 new districts: How did the idea arise?

The Chief Minister of Andhra Pradesh has long maintained the demand for creation of new and smaller districts in Andhra Pradesh.

AP Governor, Biswabhushan Harichandan in his Republic Day 2022 address had also mentioned the proposal for new districts and said that they can be created in the first week of April till the Telugu New Year.

Soon after, the Government of Andhra Pradesh issued a draft notification under the Andhra Pradesh District Formation Act, 1974. It said that the boundaries of existing districts would be redrawn to double the number of 26 districts.

AP New Districts: Why 13 new districts have been created and what will be its impact?

Andhra Pradesh government has created 13 new districts for the following reasons:

1. Decentralization and smaller administrative units will bring better transparency, more smooth and effective delivery of administration and welfare in Andhra Pradesh.

2. With the creation of 13 new districts in Andhra Pradesh, the number of people living in each district has come down to 19.07 lakh. Earlier 38.15 lakh people were living in 13 districts. This will further facilitate better administration and give full focus to each district.

3. The roles and responsibilities of collectors have also expanded from merely collecting revenue to leading the distribution mechanism of welfare schemes.

4. Along with reaching out to the people, the focus of all 26 District Collectors will now be on meeting the Sustainable Development Goals (SDGs). This will help in bringing the administration closer to the people.

Why is the AP government facing criticism?

Following the opening of 13 new districts in Andhra Pradesh, NGOs, human and civil rights activists as well as other organizations have argued that there are issues surrounding the way the Andhra Pradesh government has implemented it.

According to the Human Rights Forum, the division of districts should be done after meaningful and extensive public discussion, however, none of this has been done. The new boundaries will also cover a considerable distance between district headquarters and many located across the state.

It has also been argued that the division of tribal-populated areas in Andhra Pradesh is a violation of tribal rights.
