By-elections or nominations take place on vacancies of the Gram Panchayat member

A total of 15047 members were to be elected in 406-gram panchayats, which were vacant on about six thousand stations.
Lakhimpur Kheri Due to the small number of Gram Panchayat members in 406 of the 1165 districts in the district, these Panchayats have remained unorganized, which is why the heads are not sworn in here. By-elections are now being held for vacant posts or nominations are made. Only then will the quorum be met by two thirds of the members in these unorganized panchayats. Only then can the newly elected leader take over the functioning of the Panchayat by oath.
It is a relief that the leaders of 759 United Gram Panchayats and their members will be sworn in on May 25th and 26th. The first meeting of the Gram Panchayat Samiti will take place on May 27th. Elections should be held for 15,047 Gram Panchayat membership posts in the district, but about 6,000 of them are still vacant. Because of this, two-thirds of the membership in grams of panchayats was not completed. In the three-stage Panchayat elections, in which the Gram Panchayat member is the smallest unit of the Panchayati Raj system, elections were held for the posts of Pradhan, Gram Panchayat member, Kshetra Panchayat member and Zilla Panchayat member.
Most Gramm Panchayats have not applied for or submitted nominations for the position. This led to individual leaflets in many grams of panchayats in most stations and became a member without hindrance.
At the same time, no nomination for the post of Panchayat member was made from about six thousand parishes. In the past, the Gram Panchayat members had no special rights, but now their rights have increased. The role of the members has also been determined in various committees to be set up in Gram Panchayat, e.g. B. Education, health, hygiene etc. Two thirds of the Panchayat members can also jointly submit a motion of no confidence against Pradhan. The importance of this post can also be understood from the fact that the newly elected head of 406 gram panchayats was already in the minority before taking office. In such a situation, he can neither attend the swearing-in nor do the work. The state election commission will make a decision
Due to the failure to meet the quorum in 406-gram panchayats, a solar eclipse has started in them. In such a situation, the princes’ eyes are on the decision of the state election commission as to how long they may have to wait. The elections took place amid the chaos of Corona, which is unlikely to be holding by-elections lately. Sources indicate that by-elections are the only option for the election of members or that the electoral commission may allow a nomination in special circumstances.
The population is not aware of the post of the members, which is why the quorum of two-thirds of the members in 406-gram panchayats has not yet been completed. This leads to delays in the adoption of newly elected heads, and until the quorum of two-thirds of the members is reached, the head cannot be sworn in. – Soumya Sheel Singh, DVRO
