A photo accompanying prosecutors’ statements showed a building of several floors that was destroyed in the middle with windows blown out and emergency workers searching through the rubble.
Kharkiv, Ukraine’s second largest city, and about 30 kilometers (18 mi) north of Merefa, has been the scene of intense Russian air raids in recent weeks and has been severely damaged.
